The project titled “Collective Voice for Human Rights and Dignity – AAWAZ”has been designed to be implemented through a consortium of five organizations: SAMATA Foundation, Rashtriye Dalit Network (RDN), Jagarn Media Centre (JMC) and Madhesi Dalit Development Federation(MDDF) in the lead of Nepal National Dalit Social Welfare Organization(NNDSWO). The project has been implemented at national level in five districts (Sunsari, Saptari, Bara, Dailekh and Kailali) for 30 months.
The project particularly aims to address core problem of caste based discrimination and untouchability and resulting exclusion which is a pressing human rights and development issue in Nepal. Lack of HR protection mechanism, weak ownership of the issues by different agencies and actors,futile collaboration among them, lack of awareness in agencies responsible for delivering state service and HR obligation, negligible institutional actions, and the layers of barriers against beneficiaries created by the caste based social structure and superstitious religious beliefs are the major causes as identified by the project.
In this project, SAMATA foundation is handling the research and publication aspects. It focuses on policy reviews, implementation status of CBD&U Act, preparation of shadow report on CERD, fact findings and litigation support on CBD and HR violation cases, and discourses the need of bill. The project is being funded by Governance Facility (GF) Nepal.
